Replication asks one question: can we reproduce the published OEI number from source documents? It is separate from whether the underlying accounting basis is correct. Six measures are reported separately so a single figure cannot hide where the process works and where it waits on data. Every card opens the underlying rows.

Every independently calculable metric reproduces the published OEI value, and every formula input carries page- or cell-level source evidence. Remaining gaps are missing-source items (submission logs), not calculation failures. Replication of the published number is not the same as validation of the underlying basis; basis questions are routed to Exceptions - Review Needed.
